CONDITIONS OF EMPLOYMENT

  • Bachelors of Science in Environmental Science or related field from an accredited college or university.
POSITION PURPOSE: To protect the integrity of the environment by providing appropriate motivation and oversight, training, tools and equipment to assist employees in operating city facilities at ultimate capacity and in compliance with governmental regulations.
ESSENTIAL FUNCTIONS AND BASIC DUTIES
  • Develops and updates the City’s environmental programs, as necessary, to ensure compliance with applicable federal, state, and local environmental regulations.
  • Inspects solid waste disposal facilities, wastewater treatment facilities, or other water courses or sites for conformance with environmental regulations.
  • Inspects establishments to ensure that handling, storage, and disposal of fertilizers, pesticides, and other hazardous chemicals conform with regulations. Inspects to determine private business compliance with the Sewer Use Ordinance.
  • Conducts field tests and collects samples for laboratory analysis; i.e., Wastewater Treatment Plant sludge sampling in accordance with EPA protocol and federal laws; methane gas monitoring, leachate sampling, and well sampling at the Landfill; sampling of industrial or commercial users effluent in accordance with EPA protocol and the city’s pretreatment program.
  • Makes recommendations for maintaining compliance with regulatory agencies based on field tests, sample collections, and other inspections.
  • Prepares sampling information to include proper collection, preservation, and chain of custody documentation.
  • Develops and/or examines existing permits, licenses, applications, and records to ensure compliance with environmental requirements.
  • Reviews and evaluates applications for registration of products containing dangerous materials or pollution control discharge permits, industrial users self-monitoring reports, and plans submitted for building permits for applicability of pretreatment regulations.
  • Assists the fire department in the development of spill prevention programs and recommends corrective action in the event of a hazardous spill.
  • Prepares, organizes, and maintains records and reports to document municipal and industrial activities, recommend action, provide reference materials, and prepare technical and evidentiary reports as required by federal, state, and local regulations.
  • Evaluates label information at industrial facilities for accuracy and conformance to regulatory requirements.
  • Studies laws and statutes to determine nature of a pretreatment violation and type of action to be taken.
  • Advises individuals and groups concerning pollution control regulations, inspection and investigation findings, and encourages voluntary action to correct problems or issues citations for violations. Provides resource material on environmental related matters.
  • Responds to complaints from wastewater plant or collection system personnel concerning unusual discharges suspected or known to be caused by industrial users. Responds to and resolves citizen’s complaints pertaining to environmental related matters.
  • Testifies in court on behalf of the city in cases against non-compliant industrial users.
  • Represents the city at quarterly and state pretreatment meetings to keep abreast of changes in regulations affecting the city’s pretreatment program.
  • Performs other duties as required.
  • Provides assistance to other departments as needed.

  • Procedures and reports are well maintained, documented, and recorded. City operating systems meet all federal, state, and local regulations and permit levels.
  • Proper collection, preservation, and chain-of-custody documentation is maintained.
  • Environmental regulation violations are reduced among significant industrial users.
  • Response to ODEQ and EPA notices or reports occurs in a timely and efficient manner.
  • Policies and procedures in City of Enid personnel manual and safety manual are understood and followed.
  • Effective working relations exist between City, the state ODEQ, the EPA, and the general public.
  • New employees are well trained and assisted. Management is appropriately informed.
  • The City’s professional reputation is maintained.

QUALIFICATIONS
EDUCATION/EXPERIENCE:
Bachelor’s degree (B.S.) from four-year college or university and previous work related experience.

CERTIFICATES/LICENSES:
Registered Environmental Managers certification (optional).

REQUIRED KNOWLEDGE:
Chemistry: Knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo. This includes uses of chemicals and their interactions, danger signs, production techniques, and disposal methods.
Public Safety and Security: Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
Law and Government: Knowledge of laws, legal codes, precedents, government regulations, executive orders, agency rules, and the democratic political process.
Production and Processing: Knowledge of raw materials, production processes, quality control, costs, and other techniques for maximizing the effective manufacture and distribution of goods.
Biology: Knowledge of plant and animal organisms, their tissues, cells, functions, interdependencies, and interactions with each other and the environment.
Specialized: Familiarity with industrial waste treatment and disposal methods, municipal wastewater operations, landfill operations, ODEQ water quality regulations, wastewater sampling, and storm water requirements. Familiarity with a variety of the environmental field’s standard concepts, processes, and procedures.

SKILLS/ABILITIES:
  • Ability to operate a Sigma wastewater sampler, pH meter, and oxygen deficiency meter.
  • Handle multiple tasks simultaneously.
  • Accurate and attentive to detail.
  • Excellent communications and public relations abilities.
  • Proficient typing and computer application skills.
  • Ability to assist and support others.
  • Able to operate telephone, PC, copier, and other basic business machines.
PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
FINGER DEXTERITY:
Manual dexterity sufficient to work with the fingers.

PHYSICAL STRENGTH:
Exerts up to 50 lbs. of force occasionally. Moderate physical activity performing somewhat strenuous daily activities of a primarily administrative nature. Occasional stooping, kneeling, crouching, crawling, lifting, and carrying.

LANGUAGE/COMPREHENSION:
Ability to read, analyze, and interpret common scientific and technical journals, and legal documents. Ability to respond to common inquiries or complaints from department supervisors or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.

REASONING ABILITY:
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graph, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

MATHEMATICS ABILITY:
Ability to calculate figures and amounts such as proportions and percentages. Ability to apply concepts of basic algebra and geometry.

WORK SCHEDULE/HOURS:
  • Regular - 8 hour shift, typically 7:3 0 a.m. to 4:30 p.m., Monday - Friday.
  • After-hours attendance at meetings, sampling at industrial users, and response to environmental emergencies as needed.
  • Other - Salaried position requiring occasional attendance at meetings after hours and the ability to respond personally or by phone to address problems that may develop after normal work hours.

WORK CONDITIONS:
Outdoors with exposure to varying weather conditions (i.e. wind, rain, sun, snow, humidity, heat, wet conditions.)

NOISE LEVEL:
Moderate. Hearing protection as required.

OTHER WORK CONDITIONS:
  • Occasional exposure to: air contamination such as odors, fumes, or airborne particles; basic or caustic chemicals; biological or chemical hazards of raw sewage; industrial waste; vibration.
  • Occasional work near moving mechanical parts.
  • Occasional work in high or precarious locations where the possibility of falling may exist.
  • Risk of electrical shock.
  • Personal Protective Equipment must be worn including gloves, hard-hats, and steel toed boots.

Valid CPR certification.

11+ years experience.
Expert knowledge of safety as pertains to department.
Advanced knowledge of more than one operating system.
Ability to plan and implement environmental training program.
Registered Environmental Managers Certification.
Master’s Degree in related field.
