POSITION REPORTS TO: EPTA General Manager
POSITIONS SUPERVISED: None.
BLS COMPARABLE: 43-5032, Dispatchers, Except Police, Fire, & Ambulance

LEADERSHIP: Provides co-worker leadership to others through motivation, team building, and providing feedback.

CONDITIONS OF EMPLOYMENT
  • Must be 21 years of age.
  • Subject to post offer, pre-employment drug screen.
  • Subject to post offer, pre-employment DOT physical in accordance with 49 CFR 391 Subpart E-physical qualifications and examination.
  • Subject to a pre-employment criminal background check.
  • In accordance with 49 CFR 391.53, information regarding previous employers may be used for the purpose of investigating the applicant’s safety performance history within the previous three years. This includes general employment, accident, and drug/alcohol information.
  • In accordance with 49 CFR 391.23, a Motor Vehicle Report covering the previous three years will be obtained for the purpose of investigating the applicant’s driving history.
  • As a safety-sensitive employee, the employee will be required to comply with all provisions of DOT Regulation 49 CFR Parts 40 and 382, including random drug and alcohol testing.
  • Possession of a valid Oklahoma driver's license with an acceptable driving record.
  • English proficiency (bilingual preferred).

POSITION PURPOSE: To provide outstanding public transportation service to City of Enid residents through the safe, timely, and efficient scheduling and routing of passengers.
ESSENTIAL FUNCTIONS AND BASIC DUTIES
  • Schedule and dispatch drivers and transit vehicles to appropriate locations according to customer requests, specifications, or needs, using radios or telephones.
  • Receive and log calls and maintain pertinent information.
  • Provide direction and assistance to drivers in non-emergency situations.
  • Input daily logs into computer database.
  • Relay work orders, messages, and information to or from transit drivers using telephones or two-way radios.
  • Confer with customers or supervising personnel in order to address questions, problems, and requests for service or equipment.
  • Schedule pick-ups and drop offs.
  • Assist with communications within EPTA vehicles and personnel.
  • Maintain driver manifests.
  • Ability to fill in for dispatcher as needed.
  • Assist with training of new drivers and dispatchers as needed.
  • Secure facility at shift’s end.
  • Record and maintain files and records of customer requests, work or services performed, charges, expenses, inventory and other dispatch information.
  • Clean and maintain dispatch work space.
  • Monitor drivers to ensure safety policies and procedures are being followed.
  • Provide assistance to other departments as needed.
  • Perform other duties as required.

  • The EPTA division runs smoothly and efficiently.
  • Customers are provided with excellent service and are provided a safe, timely, and efficient service.
  • Routes are created according to customers’ needs with fuel efficiency as a consideration.
  • Effective working relations exist with City personnel.
  • New employees are well trained and assisted. Management is appropriately informed.
  • Employee understands and adheres to applicable safety policies.
  • The City’s professional reputation is maintained.
QUALIFICATIONS
EDUCATION/EXPERIENCE:
High School diploma or General Education Degree (GED); or six months related experience and/or training; or equivalent combination of education and experience.

CERTIFICATES/LICENSES:
Possession of a valid Oklahoma driver's license with an acceptable driving record.
Additional related training preferred.

REQUIRED KNOWLEDGE:
Transportation: Knowledge of principles and methods for moving people by road, including the relative costs and benefits.

Clerical: Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.

English Language: Knowledge of the structure and content of the English language including the meaning and spelling of words.

Customer and Personal Service: Knowledge of principles and processes for providing customer and personal services.

SKILLS/ABILITIES:
  • Ability to calculate fares and reconcile driver’s logs.
  • Ability to clearly and efficiently communicate using a two-way radio.
  • Ability to read a city map.
  • Handle multiple tasks simultaneously.
  • Accurate and attentive to detail.
  • Good communications and public relations abilities.
  • Ability to assist and support others.
  • Able to operate telephone, copier, and other basic business machines.
PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
FINGER DEXTERITY:
Manual dexterity sufficient to work with the fingers.

VISUAL ABILITIES:
Normal vision, correctable with or without corrective lenses. Normal vision includes the ability to identify basic colors and associate the meanings when driving a City vehicle, using various maps, or computer software programs.

PHYSICAL STRENGTH:
Exerts up to 10 lbs. of force occasionally. (Almost all office jobs.) Sedentary physical activity performing non-strenuous daily activities of an administrative nature. Prolonged sitting. Frequent use of arms, hands, and fingers to reach, handle, touch, and feel.

LANGUAGE/COMPREHENSION:
Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization.

REASONING ABILITY:
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few variables in standardized situations.

MATHEMATICS ABILITY:
Ability to perform basic math skills including adding and subtracting two digit numbers, multiplying and dividing with 10’s and 100’s. Ability to perform these operations using units of money and weight or distance measurement.

WORK SCHEDULE/HOURS:
Part-Time- Monday – Friday 12:00 PM – 5:00 PM.
Due to operational nature of this public service, work on evenings, weekends, and holidays may be required.
Other–Variable lunch period and breaks in coordination with other office personnel.

WORK CONDITIONS:
Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation.

NOISE LEVEL:
Moderate noise (examples: business office with computers and printers, light traffic).

ADVANCEMENT CRITERIA
INTERMEDIATE
4-6 years related experience.
Vocational training / clerical skills.
Ability to oversee transit operations occasionally during unsupervised hours.
Additional related training.
Knowledge of safety as it applies to position.
Defensive Driving Training.
Valid CPR certification.

ADVANCED
7+ years related experience.
Associate’s Degree of equivalent in related field.
Ability to fill in for driver for extended periods.
Ability to oversee transit operations frequently during unsupervised hours.
