POSITION REPORTS TO: Human Resources Director

- Basic Word & Excel skills.
- Keyboarding speed of 35 wpm.
- English proficiency.
POSITION PURPOSE: To provide customer service and clerical support in matters regarding the City of Enid and the Human Resources Department.
ESSENTIAL FUNCTIONS AND BASIC DUTIES- Operate telephone switchboard to answer, screen and forward calls, providing information, taking messages and scheduling appointments.
- Greet persons entering establishment, determine nature and purpose of visit, and direct them to specific destinations.
- Provide information about establishment, such as location of departments or offices, employees within the organization, or services provided.
- Hear complaints from customers and public, and report complaints to department supervisors.
- Transmit information or documents to customers, using computer, mail, or facsimile machine.
- Sort and distribute mail and alphabetize documents.
- Schedule meetings, and maintain and update appointment calendars.
- Review data to determine answers to questions from customers or members of the public; including being up-to-date and familiar with local news and activities.
- Maintain confidentiality of records and information.
- Be dependable and flexible with the other part time employee sharing in the position.
- Open and close the City Hall Building, and perform other duties stated in the receptionist SOP binder.
- Provide assistance to other departments as needed.
- Perform other duties as required.
PERFORMANCE MEASUREMENTS- The Human Resources Division runs smoothly and efficiently.
- Excellent customer service is provided to residents, other departments, and co-workers.
- Information is correctly prepared, processed, and entered into the computerized system and retrieved. Records are organized, filed, and easily retrieved.
- Effective working relations exist with City personnel. Management is appropriately informed.
- Policies and procedures are followed including adherence to applicable safety policies.
- The City’s professional reputation is maintained.
QUALIFICATIONSEDUCATION/EXPERIENCE:
High school diploma or general education degree (GED) and additional related experience preferred.
CERTIFICATES/LICENSES:
Additional related training preferred.
REQUIRED KNOWLEDGE:
Clerical: Knowledge of administrative and clerical procedures and systems.
Customer and Personal Service: Knowledge of principles and processes for providing customer and personal services.
English Language: Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
Computer: Basic personal computer skills, including electronic mail, routine database activity, word processing, etc.
SKILLS/ABILITIES:- Handle multiple tasks simultaneously.
- Accurate and attentive to detail.
- Excellent communications and public relations abilities.
- Basic typing and computer application skills.
- Ability to assist and support others.
- Able to operate telephone, PC, copier, and other basic business machines.
PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITIONFINGER DEXTERITY:
Manual dexterity sufficient to work with the fingers.
VISUAL ABILITIES:
Normal vision, with or without corrective lenses.
PHYSICAL STRENGTH:
Exerts up to 10 lbs. of force occasionally. (Almost all office jobs.) Sedentary physical activity performing non-strenuous daily activities of an administrative nature. Extensive sitting. Frequent use of arms, hands, and fingers to reach, handle, touch, and feel. Must be able to hear on a phone and communicate daily.
LANGUAGE/COMPREHENSION:
Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization.
REASONING ABILITY:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
MATHEMATICS ABILITY:
Ability to perform very basic math skills including adding and subtracting two-digit numbers, multiplying and dividing with 10’s and 100’s. Ability to perform these operations using units of money and weight or distance measurement.
WORK SCHEDULE/HOURS:
Part Time – 8:00 a.m. - 12:30 p.m.; or 12:30 p.m. to 5:00 p.m.
Other – May be required to work full 8-hour shift at times with variable lunch period in coordination with other office personnel.
WORK CONDITIONS:
Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation.
NOISE LEVEL:
Moderate noise (examples: business office with computers and printers, light traffic).
OTHER WORK CONDITIONS:
None.
ADVANCEMENT CRITERIAINTERMEDIATE:
3-5 years clerical work in related area.
Proficient knowledge of operating systems.
Additional vocational coursework.
Specialized training in government programs.
Intermediate Word or Excel skills.
Conversational Spanish.
Intermediate knowledge of Great Plains software.
Valid CPR certification.
ADVANCED:
6+ years specialized experience.
Advanced knowledge of operating systems.
Associate’s Degree or equivalent in related field.
Ability to fill in for Administrative Assistant for short periods.
Proficient Word or Excel skills.
Bilingual.
Proficient knowledge of Great Plains software.
