POSITION REPORTS TO: CIC Manager
POSITIONS SUPERVISED: None.
BLS COMPARABLE: 21-1093, Social & Community Service Assistants

LEADERSHIP: Provides co-worker leadership to others through motivation, team building, and providing feedback.

CONDITIONS OF EMPLOYMENT:
  • Must be 21 years of age.
  • Subject to post offer, pre-employment drug screen.
  • Subject to post offer, pre-employment physical examination/medical history check and TB test.
  • Subject to a pre-employment criminal background check and pre-employment polygraph.
  • Subject to signing a confidentiality agreement.
  • As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid’s substance abuse policy, including random drug and alcohol testing.
  • Possession of a valid Oklahoma driver’s license with an acceptable driving record.
  • Must be able to work on-call and arrive to CIC within 20 minutes of notification.
  • Keyboarding speed of 20 wpm.

POSITION PURPOSE: Support positive youth development by promoting structure and accountability to juveniles. Working with juveniles during their community service commitment. Processing and retaining juveniles in a 24 hour holding facility.

ESSENTIAL FUNCTIONS AND BASIC DUTIES
  • Assist police officers with the processing and booking of arrested juvenile offenders according to established procedures of the Enid Police Department.
  • Fingerprint and photograph juveniles for identification purposes.
  • Supervise juveniles being held in the holding facility until such time that they can be released to an appropriate parent or guardian.
  • Process all paperwork associated with the day-to-day holding facility operations according to established procedures of the Enid Police Department.
  • Maintain the necessary computer data files for the Enid Police Department.
  • Serve pre-prepared food to, provide minor medical attention, and occasionally arrange for transport of juveniles.
  • Collect and maintain chain of custody requirements for observed urinalysis sample for District Juvenile Drug Court participants.
  • Provide direct supervision of juveniles ordered to participate in community service by the City of Enid Municipal Court.
  • Prepare documents (i.e. Juvenile Community Service Report, Juvenile Incident Reports) related to the community service program.
  • Transport Juveniles in a safe manner to the appropriate locations for community service projects.
  • Assist and perform community service work alongside juveniles to model behavior such as work quality and ethics and assure that safety procedures are followed.
  • Teach various skills to juveniles to include custodial, lawn care, basic gardening, and other skills as necessary for community projects.
  • Maintain confidentiality of records.
  • Perform clerical duties and assignments as dictated by the Enid Police Department.
  • Provide assistance to other departments as needed.
  • Perform other duties as required.

  • The CIC and Juvenile Division are run smoothly and efficiently.

  • Juveniles are supervised at all times, minimizing incidents and accidents and maximizing community service time.

  • Procedures and processes are well maintained, documented, and recorded. CIC activities meet established and regulatory requirements.
  • Policies and procedures in City of Enid personnel and safety manuals are understood and followed.
  • Effective working relations exist with City personnel. Management is appropriately informed.
  • The City’s professional reputation is maintained.
QUALIFICATIONS

EDUCATION/EXPERIENCE:
High school diploma or general education degree (GED); or six months related experience and/or training; or equivalent combination of education and experience.

CERTIFICATES/LICENSES:
CPR, First-Aid, and AED Certification (within 9 months).
Hazmat & Bloodborne Pathogens Training (within 6 months).

REQUIRED KNOWLEDGE:
Computer: Basic personal computer skills including electronic mail, word processing, spreadsheet, graphics, etc.
Clerical: Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.

SKILLS/ABILITIES:
  • Ability to maintain confidentiality.
  • Ability to contain and control combative juveniles.
  • Ability to use discretion and good judgment in emergency situations.
  • Handle multiple tasks simultaneously.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
FINGER DEXTERITY:
Manual dexterity sufficient to reach/handle items, work with the fingers, and perceive attributes of objects and materials.

VISUAL ABILITIES:
Normal vision, with or without corrective lenses.

PHYSICAL STRENGTH:
PDC Level: Medium Employee lifts/carries 25 lbs occasionally (less than 33% of the time or 1-100 times per day); exerts push/pull force of 25 lbs. Occasional squatting; kneeling; and prolonged sitting may be required.

LANGUAGE/COMPREHENSION:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively with parents and enforcement personnel.

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

MATHEMATICS ABILITY:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rates, ratio, and percent and to draw and interpret bar graphs.

WORK SCHEDULE/HOURS:
Varying 8 hour shifts, Monday through Sunday.
(6:30am - 2:30pm; 2:30pm - 10:30pm; 10:30pm - 6:30am¬)
On-call time as required.
Overtime as required.
Other – Some personnel work a swing shift.
Variable lunch period and breaks in coordination with other office personnel.

WORK CONDITIONS:
Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation. Various and according to assignment. Frequent exposure to outdoor weather.

NOISE LEVEL:
Moderate noise (examples: business office with computers and printers, light traffic).

OTHER WORK CONDITIONS:
Potential exposure to communicable disease.
ADVANCEMENT CRITERIA
INTERMEDIATE
3-5 years experience.
Intermediate computer skills.
Vocational training.
Ability to train co-attendants.
Conversational Spanish.

ADVANCED
6+ years experience.
Proficient computer skills.
Associate’s Degree or equivalent in related field.
Ability to perform risk assessment inventory.
Bi-lingual.
Ability to fill in for CIC Manager for short periods.
