POSITION REPORTS TO: Landfill Supervisor
POSITIONS SUPERVISED: None.
BLS COMPARABLE: 43-5111
LEADERSHIP: Provides co-worker leadership to others through motivation, team building, and providing feedback.
CONDITIONS OF EMPLOYMENT- Subject to post offer, pre-employment drug screen.
- Subject to post offer, pre-employment physical examination/medical history check.

- As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid’s substance abuse policy, including random drug and alcohol testing.
- Possession of a valid Oklahoma driver's license with an acceptable driving record.
POSITION PURPOSE: To present positive public perception of the Landfill for Enid residents and ensure compliance with ODEQ regulations and City of Enid ordinances.
ESSENTIAL FUNCTIONS AND BASIC DUTIES- Monitors, weighs, or measures incoming materials or products, using volume meters, scales, rules, and calipers.
- Completes daily ODEQ reports, non-hazardous material paperwork, daily transaction sheets, and daily work sheet.
- Recieves and balances payments for use of Landfill.
- Answers telephone inquiries and promotes a positive customer service relationship.
- Identifies hazardous materials by checking product labels, tags, or tickets; shipping manifests; purchase orders; and bills off loading to verify that the contents, quantity, or weight of loads is accurate.
- Prevents entrance of products or loads not of acceptable standards, and notifies supervisor or appropriate department of contents.
- Provides assistance to other departments as needed.
- Performs other duties as required.
PERFORMANCE MEASUREMENTS- The Landfill division runs smoothly and efficiently.
- Knowledge of landfill procedures is demonstrated.
- Records are complete and maintained accurately.
- Effective working relations exist with City personnel.
- New employees are well trained and assisted. Management is appropriately informed.
- Employee understands and adheres to applicable safety policies.
- The City’s professional reputation is maintained.
QUALIFICATIONSEDUCATION/EXPERIENCE:
High school diploma or general education degree (GED); or six months related experience and/or training; or equivalent combination of education and experience.
CERTIFICATES/LICENSES:- Waste Exclusion Training within one year of hire.
- Yearly Waste Exclusion Update Training.
REQUIRED KNOWLEDGE:
Clerical: Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
Mathematics: Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
SKILLS/ABILITIES:- Ability to use computer, printer, cash register, truck scales, and radio.
- Ability to positively interact with customers on a daily basis.
- Handle multiple tasks simultaneously.
- Accurate and attentive to detail.
- Good communications and public relations abilities.
- Ability to assist and support others.
PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITIONFINGER DEXTERITY:
Manual dexterity sufficient to work with the fingers.
VISUAL ABILITIES:
Normal vision, with or without corrective lenses.
PHYSICAL STRENGTH:
PDC Level: Light Employee lifts/carries 20 lbs occasionally (less than 33% of the time or 1-100 times per day). Position requires occasional overhead reaching; kneeling, squatting, stooping and bending.
LANGUAGE/COMPREHENSION:
Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization.
REASONING ABILITY:
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few variables in standardized situations.
MATHEMATICS ABILITY:
Ability to perform very basic math skills including adding and subtracting two digit numbers, multiplying and dividing with 10’s and 100’s. Ability to perform these operations using units of money and weight or distance measurement.
WORK SCHEDULE/HOURS:
Variable hours – typically 8 hours a day, 7:30 A.M. to 4:30 P.M., Monday and Saturday. 3:00 P.M. to 6:30 P.M. three additional days of the week. May be required to work late hours periodically. May be required to work holidays.
Other – Variable lunch period and breaks in coordination with other office personnel.
WORK CONDITIONS:
Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation. Frequent outdoor exposure to check incoming loads.
NOISE LEVEL:
Moderate to Loud (examples: business office with computers and printers, light traffic). Hearing protection as required.
OTHER WORK CONDITIONS:
Occasional exposure to air contamination.
ADVANCEMENT CRITERIA
INTERMEDIATE:
3-5 years experience.
Proficient computer skills.
Vocational training.
Ability to fill in for Heavy Equipment Operator for short periods.
ADVANCED:
6+ years experience.
Intermediate computer skills.
Associate’s Degree or equivalent in related field.
Ability to fill in Landfill Manager for short periods.
