POSITION REPORTS TO: Water Production Supervisor
POSITIONS SUPERVISED: None.
LOCATION: Kaw Lake
BLS COMPARABLE: 51-8031.00, Water System Operators
LEADERSHIP: Provides leadership to others through motivation, direction, review, and feedback of assigned tasks.
CONDITIONS OF EMPLOYMENT- Subject to post offer, pre-employment drug screen.

- As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid’s substance abuse policy, including random drug and alcohol testing.
- Possession of a valid Oklahoma driver’s license with acceptable driving record.
- Reside in close proximity to water intake system at Kaw Lake, in order to closely monitor intake system and respond quickly to emergency situations.
POSITION PURPOSE: To ensure the quality of water supply to Enid residents through operating and maintaining the systems that draws raw water into the treatment plan for purification.
ESSENTIAL FUNCTIONS AND BASIC DUTIES- Regularly inspecting and maintaining intake structures, screens, pumps, and other equipment to ensure proper functionality.
- Monitoring water levels, flow rates, and other parameters at the intake point.
- Performing routine maintenance tasks like lubrication, cleaning, and minor repairs.
- Monitors data from SCADA systems and computerized control systems, instrument panels, and gauges in order to make basic process changes as directed.
- Maintains operations and maintenance records of intake operations, including water quality data, equipment maintenance, and any incidents using log books, databases, and spreadsheets.
- Identifies and troubleshooting issues with intake equipment or water quality parameters.
- Escalates more complex problems to senior staff or supervisors.
- Ensures adherence to all relevant regulations and safety procedures.
- Responds to emergencies like equipment malfunctions to minimize disruptions.
- Travels from intake site to treatment plant periodically.
- Provide assistance to other departments as needed.
- Perform other duties as required.
PERFORMANCE MEASUREMENTS- The Water Production division runs smoothly and efficiently.
- Procedures and processes are well maintained, documented, and recorded. Plants and water system operations meet all regulatory requirements.
- Policies and procedures in City of Enid personnel and safety manuals are understood and followed.
- Effective working relations exist with City personnel and co-workers.
- Employee understands and adheres to applicable safety policies.
- The City’s professional reputation is maintained.
QUALIFICATIONSEDUCATION/EXPERIENCE:
One-year certificate from college or technical school; or one-year related experience and/or training; or equivalent combination of education and experience.
CERTIFICATES/LICENSES:
Class D Water and Class C Water Lab License within 1 year. Continuing education as necessary to maintain licenses.
REQUIRED KNOWLEDGE:
Computer: Intermediate personal computer skills, including electronic mail, routine database activity, word processing, spreadsheet, graphics, etc.
Specialized: Knowledge of water lab testing processes. Understanding of water plant operations. Knowledge of D.E.Q. rules and regulations regarding treatment plant operations and testing procedures. Knowledge of SCADA system.
SKILLS/ABILITIES:
Ability to use lab testing equipment.
Proficient personal computer skills.
Handle multiple tasks simultaneously.
Accurate and attentive to detail.
Ability to assist and support others.
Able to operate telephone, PC, copier, and other basic business machines.

Manual dexterity sufficient to work with the fingers.
VISUAL ABILITIES:
Normal vision, with or without corrective lenses. Close vision, color vision, depth perception.
PHYSICAL STRENGTH:
Exerts up to 10 lbs. of force occasionally. (Almost all office jobs.) Sedentary physical activity performing non-strenuous daily activities of an administrative nature. Occasional use of hands, arms, and fingers to reach and handle.
LANGUAGE/COMPREHENSION:
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write information and respond to questions from managers, and co-workers.
REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instruction in mathematical or diagram form and deal with several abstract and concrete variables.
MATHEMATICS ABILITY:
Ability to apply advanced mathematical concepts such as exponents. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
WORK SCHEDULE/HOURS:
Part Time– Variable hours, average less than 28 hours per week.
WORK CONDITIONS:
Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation. Occasional on-site field work.
NOISE LEVEL:
Moderate noise (examples: business office with computers and printers, light traffic).
OTHER WORK CONDITIONS:
Exposure to lab chemicals and glassware.
