POSITIONS SUPERVISED: Streets Personnel
BLS COMPARABLE: 51-1011, First-line Supervisors of Production/Operating Workers 47-1011.01, First-line Supervisors Construction Trades Workers

LEADERSHIP: Supervise/manage/direct the selection, training, development, appraisal, and work assignments of personnel


CONDITIONS OF EMPLOYMENT

POSITION PURPOSE: To ensure the quality and safety of city streets, alleys, and drainage ditches through efficient operation of the Streets Department by providing for appropriate motivation, oversight, training, tools, and equipment to Department employees.


ESSENTIAL FUNCTIONS AND BASIC DUTIES
  • Monitor street department operations to ensure that they remain safe, secure, and well maintained.
  • Develop short-term and long-term goals, deadlines, and processes for efficient plant and distribution system operations.
  • Direct, coordinate, monitor, and inspect the work of the street and traffic operations departments/staff.
  • Supervise the grading, shaping, sealing, overlaying, maintenance and repair of streets, alleys, bridges, storm sewers, drainage easements. Ensure compliance with regulations.
  • Receive, investigate, and handle all complaints, including investigation of damages caused by accidents, storms, and undetected natural decay.
  • Prepare and review operational reports and schedules to ensure accuracy and efficiency.
  • Analyze internal processes and recommend and implement procedural or policy changes to improve operations, such as supply changes or the disposal of records.
  • Plan and participate in studies and analysis of internal processes and recommend and implement procedural or policy changes to improve operations, such as operating methods, procedures, and equipment leading to improved and more efficient operations.
  • Acquire, distribute and store supplies.
  • Plan, administer and control budgets for contracts, equipment and supplies, including bids and specifications work for new materials and products.
  • Develop, conduct or arrange for worker training in safety, repair, and maintenance techniques; operational procedures; and equipment use.
  • Keep abreast of new developments in street maintenance, practices, and equipment.
  • Recommend or implement personnel actions such as employee selection, evaluation, and/ or disciplinary actions.
  • Prepare, compile, and submit reports on work activities, operations, production, and work-related accidents.
  • Provide assistance to other departments as needed.
  • Perform other duties as required.

PERFORMANCE MEASUREMENTS

  • The Street Department runs smoothly and efficiently.
  • Procedures and processes are well maintained, documented, and recorded. Street construction, repairs, and work zones meet regulatory requirements.
  • Employees are well trained and have appropriate equipment to perform at capacity.
  • Street equipment and vehicles are clean and well maintained. Vehicle and equipment repair costs are kept at a minimum.
  • Assistance and support are provided to other departments as needed.
  • Policies and procedures in City of Enid personnel and safety manuals are understood and followed. Effective supervision skills are demonstrated.
  • Effective working relations exist with City personnel. Management is appropriately informed.
  • The City’s professional reputation is maintained.

QUALIFICATIONS

EDUCATION/EXPERIENCE: Associate’s Degree (A.A.) or equivalent two-year college or technical school; or two years related experience and/or training; or equivalent combination of education and experience.

CERTIFICATES/LICENSES: Licensed in concrete, asphalt, spraying of chemicals (within one year).

REQUIRED KNOWLEDGE:

Administration and Management: Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.

Computer: Proficient personal computer skills including electronic mail, record-keeping, routine database activity to include development of spreadsheets, formulas, record tracking applications, word processing, graphics, etc.

Specialized: Knowledge of total street, alley, and drainage construction. Knowledge of heavy equipment operation.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
FINGER DEXTERITY:
Manual dexterity sufficient to work with the fingers.

VISUAL ABILITIES:
Normal vision, with or without corrective lenses. Color vision (ability to distinguish colors).

PHYSICAL STRENGTH:
Exerts up to 25 lbs. of force occasionally. Light physical activity performing non-strenuous daily activities of an administrative nature. Occasional climbing.

LANGUAGE/COMPREHENSION:
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write information and respond to questions from groups of managers, clients, customers, and the general public.

REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

MATHEMATICS ABILITY:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Ability to apply concepts of basic algebra and geometry.

WORK SCHEDULE/HOURS:

Regular - 10 hour shift, typically 6:00 a.m. to 4:00 p.m., Monday - Friday. 24 - hour call, 7 days a week. Hours may increase during storm seasons.
Other - Salaried position requiring occasional attendance at meetings after hours and the ability to respond personally by phone to address problems that may develop after normal work hours.

WORK CONDITIONS:
Outdoors with frequent exposure to extreme weather conditions. Indoor shop environment with adequate ventilation.

NOISE LEVEL:

Moderate – Loud. Hearing protection required.

OTHER WORKING CONDITIONS:

Air contamination, exposure to fumes, airborne particles, toxic or caustic chemicals. Vibration.


ADVANCEMENT CRITERIA
INTERMEDIATE:
6-8 years experience.
Additional coursework in related field.
Advanced knowledge of operating system and budget process.
Advanced knowledge of safety as pertains to department.
Class B CDL.
Advanced supervisory skills.
Ability to train subordinates.
Intermediate knowledge of IMSA and MUTCD.
Valid CPR certification.

ADVANCED:
9+ years experience.
Bachelor's degree in related field.
Advanced knowledge of more than one operating system.
Expert knowledge of safety as pertains to department.
Class A CDL.
Ability to instruct for CDL License.
